Tooltips can be seen at view-based lock screen

What steps will reproduce the problem?
(1) Add 'show-md-login' flag.
(2) At lock screen, hover over some random empty space beside
the 'sign out' button.

What is the expected result?
Nothing happens.

What happens instead?
Sometimes the tooltips for the app icons are shown.

Disable shelf tooltip on lock screen

When shelf view is invisible, tooltip should be hidden as well. (The
check becomes necessary because shelf view has been moved to container
that is shown at lock screen.)
