User unable to install Chrome in Sudan

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. User tries to download Chrome, based in Sudan.
2. Receives the message that says "Thanks for your interest, but the product that you're trying to download is not available in your country."
3. Sudan may have been removed from the US trade sanctions list on 10/6. Does this impact users being able to download from this country?

What is the expected behavior?
Ability to download Chrome 

What went wrong?
User receives this message: Thanks for your interest, but the product that you're trying to download is not available in your country.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 27.0 r0

Fixed. There was an issue with the download configuration that blocked Sudan. This should be working now.
