If downloads home remains open for a long time, then "Today" in section header becomes stale

Feel free to wontfix if this is too trivial.

My testing device had the downloads home open all weekend, and when I opened Chrome today, it still said "Today, October 6" at the top of the first section of downloads.

Tested the issue using #61.0.3163.98 on 8.0.0 Pixel Build/OPR1 170623.027 and could observe the same behavior as mentioned in comment #0.

Steps Followed:
1. Launched Browser 
2. Downloaded images
3. opened downloads page after 2 days
4. Observed the Today, is showing the old day.
