In Guest mode, "Manage" button on multiple file download notice doesn't go anywhere useful

Chrome Version: 63.3236

What steps will reproduce the problem?
(0) Open guest mode
(1) visit webdbg.com/test/download/flood.html
(2) Click "Block"
(3) In the Download blocked notification at the right side of the omnibox, click Manage

Expect: Goes to chrome://settings/content/automaticDownloads

Actual: Goes to generic settings screen

This isn't a setting that can be controlled in guest mode, so we shouldn't send the user there in the first place. Let's remove the manage UI from the prompt.
