Default focus is not seen on 'Add new folder' overlay while opennig it using Touch.

Chrome Version: 63.0.3236.0 Revision 2fa96eead8c5eea003b5b7fb4f9262b3d136d76b-refs/heads/master@{#507286}(32/64 bit)
OS: Windows 10(Touch screen)
 
What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks
(2) Tap/Touch on 'Organize' and then select 'Add new folder' option, observe focus

Actual: Default focus is not seen on  'Add new folder' overlay.

Expected: Default focus should seen on  'Add new folder' overlay.

This is a non-regression issue, seen from 'M59'.

Note: 1.Issue is not seen on Mac and Linux OS.
      2. Issue is not seen when using mouse click.
