Regression:Flickering of content is seen after tap/touch on iron icon under on startup section.

Chrome Version:63.0.3236.0 (Official Build) 2fa96eead8c5eea003b5b7fb4f9262b3d136d76b-refs/heads/master@{#507286} 32/64 bit
OS:Windows 10(Touch device)

What steps will reproduce the problem?
(1)Launch chrome open 2-3 webpages,navigate to chrome://settings/ > On startup
(2)Tap on 'open specific page or..' option > use current pages
(3)Perform zoom in using 'pinch to zoom', tap on iron icon of any current page entry and observe.

Actual: Flickering of content is seen after tap/touch on iron icon under on startup section.

Expected: No such flickering of content should be seen after tap/touch on iron icon under on startup section.

This is a regression issue broken in 'M61' and will soon update other info.

You are probably looking for a change made after 488017 (known good), but no later than 488018 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
