Issue descriptionChrome Version:63.0.3236.0 (Official Build) 2fa96eead8c5eea003b5b7fb4f9262b3d136d76b-refs/heads/master@{#507286} 32/64 bit OS:Windows 10(Touch device) What steps will reproduce the problem? (1)Launch chrome and open to 3-4 webpages (2)Navigate to chrome://history/, Perform zoom in using 'pinch to zoom' (3)Tap/touch on Action (iron icon), observe the page Actual: After tap/touch on actions menu unnecessarily page shifts to L.H.S on touch device. Expected: After tap/touch on actions menu page should not shift and list should be displayed. This is a regression issue broken in 'M57' and below is the bisect info Good Build: 57.0.2979.0 (Revision:443121) Bad Build: 57.0.2980.0 (Revision:443474) You are probably looking for a change made after 443428 (known good), but no later than 443429 (first known bad).
