Issue descriptionChrome Version:63.0.3235.0 (Official Build) bed9197136dcd4dac7e3856b56e8e4680c2fafb4-refs/heads/master@{#507234}(32/64 bit). OS: Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6). Steps to reproduce: 1)Launch chrome and go to 'chrome://flags'. 2)Search 'site details' flag and select Enabled option from drop down for 'site details' and click on Relaunch button. 2)Now refresh page and observe. Actual Result:Warning on chrome://flags disappears upon page refresh. Expected Result:Warning on chrome://flags should not disappears upon page refresh. This is regression issue broken in 'M-63' and will soon update bisect info. Good build:63.0.3234.0 Bad build:63.0.3235.0

Very weird. I could only replicate once or twice after refreshing dozens of times. Inspecting the DOM, the hidden class hasn't been applied. Will keep investigating.
