Issue descriptionChrome Version: 63.0.3236.0 OS: Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome>> Navigate to settins>> Click on Notifications (2)Click on add button (retry multiple times) What is the expected result? Unwanted flash should not be seen What happens instead? Unwanted flash is seen on Notifications page This is Regression issue seen on M-63

Can you provide a screencast of how it looked before? From the existing screencast the behavior seems expected. When the button is clicked the ripple effect is playing.

This issue seems to be inconsistent, we are seeing unwanted flash in previous versions(63.0.3233.0, 63.0.3234.0), not only with upgrade scenario, with fresh installation also facing the same issue The unwanted flash is seen once in the 10 times @dpapad, please provide your inpus on this issue.

I am not able to reproduce this on 65.0.3285.0 (latest), or 63.0.3234.0. Don't have a good suggestion.
