Regression : Unwanted movement of text is seen in chrome://flags page. Inbox x Chrome UX/Chromium x

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://flags and search 'Site details' flag.
2. Now click on drop down list and select 'Enable' option and try to click near site details label,observe

Actual: Unwanted movement of text is seen after clicking near site details text label
Expected: Unwanted movement of text should not be seen after clicking near site details text label

This is regression issue, broken in ‘M 63’ and will soon update other info :
Good build:63.0.3234.0
Bad build: 63.0.3235.0

Using the per-revision bisect providing the bisect results,
Good build: 63.0.3234.0 (Revision: 506937).
Bad build: 63.0.3235.0 (Revision: 507234).

You are probably looking for a change made after 507084 (known good), but no lat
er than 507085 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
