Issue descriptionChrome Version: 63.0.3235.0 (Official Build) bed9197136dcd4dac7e3856b56e8e4680c2fafb4-refs/heads/master@{#507234}(64 Bit). OS: Mac(10.11.6, 10.12.3, 10.12.5), Win(7,8,10), Linux(14.04 LTS). Steps to Reproduce: 1.Launch chrome, go to chrome://flags and click on 'Reset all to default' button. 2.Observe. Actual Result: Focus shifts to search tab box after clicking on 'Reset all to default' button. Expected Result: Focus should not shifts to search tab box after clicking on 'Reset all to default' button. This is Non-Regression issue seen from M-63, from build 63.0.3235.0 Unnecessarily

What happens is that the page data is reloaded when the reset button is pressed. Causing the focus to placed back on the search as it's like a reload.
