Unnecessarily focus shifts to search tab box after clicking on 'Reset all to default' button.

Issue description

Chrome Version: 63.0.3235.0 (Official Build) bed9197136dcd4dac7e3856b56e8e4680c2fafb4-refs/heads/master@{#507234}(64 Bit).

OS: Mac(10.11.6, 10.12.3, 10.12.5), Win(7,8,10), Linux(14.04 LTS).

Steps to Reproduce:
1.Launch chrome, go to chrome://flags and click on 'Reset all to default' button.
2.Observe.

Actual Result: Focus shifts to search tab box after clicking on 'Reset all to default' button.
Expected Result: Focus should not shifts to search tab box after clicking on 'Reset all to default' button.

This is Non-Regression issue seen from M-63, from build 63.0.3235.0

What happens is that the page data is reloaded when the reset button is pressed. Causing the focus to placed back on the search as it's like a reload.
