desktop-pwas: Ctrl + Click to in-scope URLs inside an installed PWA should open a new app window

Issue description

Inside regular Chrome:

Ctrl + Click matches the first item in the Context Menu i.e. "Open link in new tab"

Inside an installed PWA

Ctrl + Click should match the first item in the Context menu i.e. "Open link in new [App Name] window"

I would think this falls under link capturing and therefore not relevant for this milestone?

No, this belongs regardless of link capturing. If you are already in the app, then ctrl+click should keep you within the app.
