Allow users to pause a movie BEFORE metadata has been loaded (currently no controls at that stage).

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
User sees spinner rotating while movie on
http://hk.on.cc/hk/bkn/cnt/news/20171001/bkn-20171001050005185-1001_00822_001.html
is loading.

User right clicks desperately looking for a way to stop the movie.

Alas he must wait for the movie to start playing, whereupon a pause
button appears, before he can stop it.

What is the expected behavior?

What went wrong?
User's Mom has just entered the room.
User's Mom does not allow user to watch movies.
User clicks on a link and <gasp> there is a movie that is about to play. He must stop it NOW.
Note his Mom only occasionally pops into his room, so he isn't looking for more permanent controls. Nor does he want to load plug-ins. He just wants to diffuse a disaster (without closing the page entirely.)

Note you might need a slow connection to simulate this situation.
The user has about ten seconds to diffuse the "time bomb".
On a faster connection you might not even know what this bug report is about.

I recall in Developer Tools one can simulate a slow connection...

+mlamouri, dahlke - this has always bothered me too, the planned autoplay work will make this better, but even for sites with a good mei, making the use wait to pause until after playback begins is unfortunate.

It'd be nice if the default controls could buffer play/pause states prior to loading so this isn't an issue. @dahlke, it'd be worth a small ux review to take a look at what the controls look like when metadata delivery is delayed - the elements end up jumping around a fair bit.

        explosive device) or make it ineffective.
