Bad tiling on page display after switching tab away and back

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.79.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.117 Safari/537.36
Platform: 9765.79.0 (Official Build) beta-channel samus

Example URL:

Steps to reproduce the problem:
1. Go to site
2. Tab away
3. Tab back

What is the expected behavior?
Page displays properly

What went wrong?
Random tiling black bits and blinkiness

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.117  Channel: n/a
OS Version: 9765.79.0
Flash Version: Shockwave Flash 27.0 r0

Unable to repro. :-(

Looks like it was incorporating content from my other tabs in the display of that one.

abodenha@, can you repro this easily and does it only happen on samus?

Looks like missing/random tile issue?

We had fixed some missing/random tile issue for kernel v4.4, but users are still seeing this on other kernel (chell, v3.18): https://listnr.corp.google.com/product/208/report/72045578563
I got contacted by the user of the above report, he still saw it last week.

I was suspecting some OOM fix was the cause. But no one can verify it without easy steps to repro:

I haven't been able to repro at all. I only saw it once on my samus.
