Resize lag when Dev tools is open

Issue description
Chrome Version : 61.0.3163.100
OS Version: OS X 10.13.0

Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari 5:OK
Firefox 4.x:OK
IE 7/8/9:OK
What steps will reproduce the problem?
1.go to a webpage, ie soundcloud
2.open inspector
3.resize webpage
What is the expected result?
a smooth animation of resize
What happens instead of that?
the Window lags out and delays resize
Please provide any additional information below. Attach a screenshot if
possible.
i have tested on a simple website, it seems inspector is lagging out the page, quite frustrating to work with

Unable to reproduce the issue on the reported chrome version # stable 61.0.3163.100, on the latest canary 63.0.3235.0 on Windows 10, Ubuntu 14.04 and Mac 10.12.6. Attaching the screencast of the same. @Reporter: Could you please let us know whether we have missed anything in reproducing the issue. Thanks!

Tried it on microsoft.com and cannot repro. Resizes smoothly for me on: Model Name: MacBook Pro Model Identifier: MacBookPro11,3 Processor Name: Intel Core i7 Processor Speed: 2.8 GHz Number of Processors: 1 Total Number of Cores: 4 L2 Cache (per Core): 256 KB L3 Cache: 6 MB Memory: 16 GB Boot ROM Version: MBP112.0138.B40 SMC Version (system): 2.19f12

Soundcloud.com on windows seems to resize the same with or without inspector open. Tbf it's terrible in both cases, with the web page lagging hundreds of ms behind the window, and with inspector it's more clear that it's a problem as it resizes separately from the web page. But I don't see anything dev tools specific.

Hi guys thanks for the responsiveness, i think i notice it more as i am developing quite intensive websites. Its almost that inspector is taking up too much memory because on a blank site it doesn't happen thanks |
