This sounds like expected behavior to me. When you went to a.com, Chrome did a DNS lookup for it and got 1.1.1.1. Maybe by the time you went to a.com/b, the cache had expired, so Chrome did another DNS lookup and got 1.1.1.4 this time. Or maybe the first lookup returned both 1.1.1.1 and 1.1.1.4, and on the second page load, the connection to 1.1.1.1 failed so Chrome tried again with the other address. I'm closing this as WontFix. If you know for sure that one of the addresses shouldn't be used, please open a new bug with a net-internals log showing the issue.
