Speed: Very slow tab manipulation with a video open

Issue descriptionI have multiple monitors, and I usually have a Twitch stream or YouTube video open in one Chrome window on one monitor while I do my main browsing in another window on my main monitor. This started being a problem a couple weeks ago. For some reason, when the video is actively playing, tab switching and opening new tabs is incredibly slow. It sometimes takes longer than 5 seconds to switch to a tab. (This is all on the window that doesn't have the video.) Disabling hardware acceleration fixes the problem, but I don't think that's a permanent workaround. No drivers have been updated recently, no Windows updates (I have them disabled and run them manually), nothing of the sort. The problem does happen in incognito mode, and I have no extensions enabled in incognito mode. CPU: i5-6500 GPU: PowerColor 7870 XT

Oh, I was switching to a Discord tab, that's perhaps not the best thing to take a trace of now that I think about it. The problem happens elsewhere, it's not just Discord. Let me take another trace when I get home later, hopefully that'll be more clear.
