Page renders browser unusable

- open a new tab
- load https://www.buzzfeed.com/stephenlaconte/sorry-carpool-karaoke-fans-but-the-foo-fighters-say-they?utm_term=.rfM0XQ92#.fyVbd6La
- press back button

instead of going back to NTP, the omnibox clears. If you pull to reload, the toolbar vanishes and is replaced by a gray bar.

This was discovered via Zine suggestion, but zine is not required to reproduce this.

I can repro this 100%.

This is reproducible on iPhone6 plus with iOS10.3.3 as well.
Although not reproducible with all the urls, but with URL provided in comment#0 I can reproduce this.
Not a recent regression, I tried on old M58 version and issue reproduces.

The utm part of the URL is irrelevant, this also reproduces the issue:

Since this is the case for many releases, removing RBB, but keeping P1. 

Seems related to navigation more than the omnibox/ntp, so assigning to Kurt - please reassign back if this is incorrect.
