setting multiple homepages not working

Issue description

Google Chrome is up to date
Version 61.0.3163.100 (Official Build) (64-bit)

Microsoft Windows [Version 10.0.14393]

I have set up multiple pages to open at the same time when opening a new instance of chrome however with the latest chrome update I do not get my multiple home pages opening.  I just get one empty new tab.  I have verified that my multiple home pages are still listed in the chrome settings and the the open for multiple home pages is selected.

I also have attempted to reset the list of pages but manually opening the multiple pages and did the settings to use current.  The new pages are saved and listed but on launching chrome the next time, the pages do not open.  I only get the empty new tab.

Unable to reproduce with Chrome stable i.e, 61.0.3163.100 on Windows 10, Mac and linux.


 chrisr98008@ Please let us know how are you setting the startup page(is this using chrome://settings/StartupUrls --> open specific page or set of pages"), in any case we need to exit the browser properly inorder to see the pages.
