`isolation: isolate` not working correctly for span inside table

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
Go to https://jsfiddle.net/g7er42ua/

There is table with red backgrond color and span#parent with text and with span#child. span#child has green background and `z-index: -1`, and span#parent has `isolation: isolate`

What is the expected behavior?
Table background is above span#child background and span#child background is above text. So, only green color should be visible

What went wrong?
Table background is **below** span#child background, so both colors are visible

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce the issue on Windows 10, Mac 10.12.6, Ubuntu 14.04 using chrome version 61.0.3163.100. Issue is non regression as observed from M50 builds 50.0.2624.0. Untriaged it so that issue gets addressed.
