Links in the same page of my responsive are not working in chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. The anchor link to a portion on the same page is not working
2. The website works fine in Mozilla firefox
3. 

What is the expected behavior?
Anchor links to the same page in responsive website has to work

What went wrong?
Customers can log into my website from any browser. But if it happens to be chrome, they cannot view all the pages.

Chrome 61 and newer switched to spec-compliant document.scrollingElement which broke an outdated jQuery scroll library used on your site.
See  issue 769341  for details.
