Multiple tabs closed without warning

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open one window with more than one tab.
2. Click browser's close button.
3. 

What is the expected behavior?
A warning appears asking if I want to close multiple tabs.

What went wrong?
Browser closed without warning.

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0

Able to reproduce the issue on Windows 10, Mac 10.12.6, Ubuntu 14.04 using chrome version 61.0.3163.100. Issue is a non regression as observing from M50 builds 50.0.2624.0.

Untriaged it so that issue gets addressed.
