[Presentation API] Add histogram for Presentation URL schemes

Specifically, we would like to know the schemes of Presentation URLs that are used to start presentations. This will help us determine whether there are any users of pure DIAL (dial: URLs) as well as gather information on other usages (cast: / cast-dial: / https: / etc.)

We still need a histogram for the URL type used to start a presentation. We currently have a histogram for URLs used in a PresentationRequest: https://cs.chromium.org/chromium/src/chrome/browser/media/router/presentation/presentation_service_delegate_impl.cc?type=cs&sq=package:chromium&q=f:presentation_service_delegate_im&g=0&l=163
