[VR Browser] In Chrome VR, from >Settings > Recent tabs, clicking on "Show full history" does nothing

Issue description

Application Version (from "Chrome Settings > About Chrome"): 62.0.3202.47
Android Build Number (from "Android Settings > About Phone/Tablet"): OPM1.170928.003
Device: Pixel XL

Steps to reproduce: 
1. Launch the app
2. Open newtab 
3. Go to Menu and Recent apps
4. Put the phone in the headset
6. Tap on Show full history url using remote

What is the expected result?
History page should show in VR Mode

What happens instead?
History page is not displayed in VR mode

Hi Kravula, I wanted to clarify the repro steps a little bit. Let me know if I changed anything incorrectly. Your steps were pretty clear, I'm just updating some words.

Steps to reproduce: 
1. Launch Chrome
2. Open new tab 
3. Go to Chrome Menu and select Recent tabs
4. Put the phone in the headset
6. Using the controller, select "Show full history"

What is the expected result?
History page should show in VR Mode

What happens instead?
Nothing. There is a click animation on the "Show full history" item, but nothing else happens.

should this lead to "Exit VR" prompt?

Yep, this now leads to an "Exit VR" prompt. Theoretically we could do better by navigating to chrome://history instead of showing the history activity, but given how hard it is to access the recents page in VR let's not bother.

Going to give this a Verified but we missed the mark a little.
The Exit VR prompt is on top of the Content, which should have been hidden.

Verified on build 67.0.3396.29
