Write perf tests for web::BuildWKWebView

BuildWKWebView loads the scripts when it is called with a new BrowserState. The test should use ChromeWebClient to test the performance of loading all chrome scripts.

Menglu, we removing perf bots. Right?

Yes,  do we still want the test for web::BuildWKWebView?  If so we can run them on other bots as well.  The perf bots are not doing anything else than the other downstream device bots.
