Issue descriptionSee https://chromium-review.googlesource.com/c/chromium/src/+/691147/16 The win7_chromium_rel_ng is green because it didn't trigger webkit_layout_tests However, when I split the CL and put part of it in a separate CL in https://chromium-review.googlesource.com/c/chromium/src/+/704075/1 The win7_chromium_rel_ng bot fails because now it triggered the webkit_layout_tests So apparently there was a bug in the first situation.

win7_chromium_rel_ng wasn't running the layout tests at all until 6:15 last night, when we fixed it, in https://chromium-review.googlesource.com/704188 :). Your first patch ran before, the second after.
