Repositioning devtool extension tabs does not persist

Reported by kriscoul...@gmail.com, Oct 6 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open the developer console
2. Move an extensions tab panels position
3. Close the developer console
4. Re open the developer console
5. Notice tab is not in the same position

What is the expected behavior?
When moving a tab that is an extension its state should persist. And retain the order after the developer console has closed.

What went wrong?
After moving the a tab that is an extension and closing the developer console the extensions don't persist there position.

* moving tabs that are default persist

Did this work before? Yes 58 or 59

Chrome version: 61.0.3163.100 Channel: stable
OS Version: OS X 10.12.5
Flash Version:

This causes issues with the consistent placement of tabs. As well as when the developer console is smaller, important extension tabs are put into a dropdown
