Steps to reproduce the problem:
1. cannot apply restriction in supervised user
2. cannot apply restriction in supervised user
3. cannot apply restriction in supervised user

What is the expected behavior?
need to fixed this type of error because it is useful to other user to restrict some sites anywhere.

What went wrong?
cannot restrict sites when we enabled supervised user

Did this work before? Yes the old version before they updated in 2017
