An unneccessary scrollbar appears at 90% zoom

Chrome Version: 63.0.3230.0

What steps will reproduce the problem?
(1) go to https://jsfiddle.net/nrqhhugL/
(2) zoom from 100% to 90%

What is the expected result?
No scrollbar should appear

What happens instead?
A scrollbar appears although the div is empty

The problem doesn't seem to appear in Chrome stable 61 but I can reproduce it in Chrome Dev 63 and Chromium HEAD.

I did a build bisection and it revealed the following range

Most likely the change that affected this behavior is https://chromium.googlesource.com/chromium/src/+/645fad1cc5e19d9d002bf128124e61453c4411c0.

Also note that either removing the border, or adding box-sizing: border-box seems to fix the scrollbar problem.
