Chrome all instances stopped working after opening the attached file

Issue description
Chrome Version: Version 61.0.3163.100
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari: PASS/FAIL (Version)
Firefox: PASS/FAIL (Version)
IE: PASS/FAIL (Version) Pass
What steps will reproduce the problem?
(1)just open the attached file
(2)
(3)
What is the expected result?It will continuously open and close the file and all instances of chrome will do the same behavior and you have close all chrome instances.
What happens instead? like other browser opened it
Please provide any additional information below. Attach a screenshot if
possible.

manish.sharma87@ Thanks for the issue. Unable to reproduce this issue on Widows 7 and Mac OS 10.12.6 using the latest Canary 63.0.3235.0 and Stable 61.0.3163.100 with the below steps. 1. Launched Chrome and opened the given file. 2. Can observe that the file is getting downloaded when we give the system path to open that file on Chrome, but no issues seen on Chrome. Please find the attached Screen cast for reference. Note: On Mac OS, t the file is getting opened using TextEdit. not able to open the given file on Chrome on Mac OS. Attached is the screen shot for reference. Please retry the issue on a new chrome profile without any flags/extensions and request you to please give us the exact steps to check the issue and a screen cast for better understanding. Thanks..

Unable to reproduce the issue on Win-10 using chrome reported version #61.0.3163.100 and latest canary #63.0.3236.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Opened the attached file aug_wifi.doc using chrome. 2. Observed that all chrome instances worked properly without any issues. manish.sharma87@ - Could you please check the issue on latest canary #63.0.3236.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
