Regression: [DevTools] Unnecesary scroll bar appears on Add custom profile overlay under Throttling section.

Issue descriptionChrome Version: 63.0.3234.0 (Official Build) 1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome, open DevTools and press F1 key to open 'Settings' page. 2. Go to 'Throttling' section and click on 'Add custom profile' button. 3. Zoom out the page to 80% using "Ctrl + mouse wheel" and observe. Unnecessary scroll bar appears on 'Add custom profile' overlay. Scroll bar should not appear on 'Add custom profile' overlay. This is a regression issue, broken in M-62 series, below is manual regression range. Good build: 62.0.3178.0 Bad build: 62.0.3179.0 You are probably looking for a change made after 492372 (known good), but no later than 492373 (first known bad).
