Regression: Touch is not working properly on tapping on Manage people

Issue descriptionChrome Version: 63.0.3234.0 (Official Build) 1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936}(64-bit) OS: Windows(10-Touch Device). Steps to reproduce: 1.Launch chrome and navigate to avatar icon and use mouse for clicking on Manage people ,close Manage people window. 2.Again navigate to avatar icon and use touch for tapping on Manage people and observe. Actual Result: Touch is not working on tapping Manage people Expected Result: Touch should work on tapping Manage people This is regression issue broken in ‘M-63’ and per-revision bisect info: Using the per-revision bisect providing the bisect results, Good Build: 63.0.3209.0(Revision:500453) Bad Build: 63.0.3210.0(Revision:500529) You are probably looking for a change made after 500509 (known good), but no later than 500510 (first known bad). M-63 will be branched in next few days, and would be good to have all the Beta blockers resolved before branch point. dcheng@: Could you please update the thread and plan the fix or revert the CL.

As far as I know, the user manager page doesn't use XSLT or MHTML, and shouldn't be affected by this change. Is the bisect correct? (Sorry I don't have a touch device to easily reproduce this on.) dpapad@, any idea who can investigate this?

girard@, could you please take a look at this issue ? This bug is marked as a Beta Blocker & M63 is scheduled to be promoted to Beta next week 10/23 Please have the fix ready & merged in to M63 branch by end of this week so that it gets picked up correctly.

It seems that the "manage people" window opens, then the browser jumps in front of it. If you press alt-tab. the dialog re-appears.

Work-arounds for people who run into this: 1) hit alt-tab to bring the second window to the foreground (not available on touch-only devices) 2) minimize the browser (thus showing the manage people dialog) 3) press the manage people button again (on three devices I've seen failure rates of 1:2 and 1:3 on this... try again and you might get lucky;)
