OS: Win(7,8,10), Mac(10.12.6) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://interstitials/supervised_user
(2) Reload the page and observe.

Actual: Unwanted blink of Details link is seen on reloading page.

Expected: No such a blink of Details link should seen on reloading page.

This is a regression issue, broken in 'M61', below is bisect info:

Good Build: 61.0.3154.0
Bad Build: 61.0.3155.0

You are probably looking for a change made after 485666 (known good), but no later than 485667 (first known bad).
