Reported by aiman.an...@etouch.net, Oct 6 2017

Issue description

Chrome Version: 63.0.3234.0 (Official Build)1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936}(64-bit)

Steps to reproduce:
1.Launch Chrome, open devtools on NTP and go to Applications.
2.Go to cookies and select the link below.
3.Edit the first entry for cookies and observe.

Actual Result: Second entry gets deleted on editing the first entry.
Expected Result: Second entry should not get deleted on editing the first entry.

This is regression issue broken in ‘M-58’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 58.0.3027.0 (Revision:453801).
Bad Build: 58.0.3028.0 (Revision:454140).

You are probably looking for a change made after 454001 (known good), but no later than 454002 (first known bad).

CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Summary: Regression: Editing a cookie so that it no longer applies, makes it disappear (was: Regression: Second entry gets deleted on editing the first entry in devtools.)
The referenced CL was a behavioral change to make the table more consistent with other panels. The cookie isn't deleted but when you change the properties such that in longer applies (editing the domain to gibberish in the video) it no longer shows up in the table.

Seems reasonable to bring back though.
