It would be better if there is a "SAVE" button in chrome://settings/manageProfile page

Issue description

Chrome Version: 61.0.3163.100, 63.0.3233.0
OS: Windows 7/10, Mac, Linux

What steps will reproduce the problem?
(1) Launch Chrome and login to the Chrome browser.
(2) Navigate to chrome://settings/manageProfile.
(3) Unintentionally user may have clicked on any of the avatar. And user have not noticed it.
(4) Click on Back button, displayed adjacent to "Edit Person" text.

What is the expected result?
There should be a "SAVE" button or any notification that Display Pic is going to update.

What happens instead?
There is no SAVE button nor alert displayed.

I don't believe that's the standard pattern for subpages in MD settings. Clicking the back button always saves the effect of whatever you change on the subpage. Adding Alan in case he has other thoughts, but marking as WontFix (WAI).
