Regression : Unwanted movement of text link is seen after maximizing browser window.

Issue description

Version: 63.0.3234.0 1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936}
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Freshly launch chrome, restore down the browser and click on avatar icon and go to 'Manage people' overlay.
2. Now Remove the person and maximize the newly open browser window by clicking on Maximize icon when chrome://welcome page is about to open,observe

Actual: Unwanted movement of 'No thanks' text link is seen after maximizing browser window
Expected: Unwanted movement of 'No thanks' text link should not be seen after maximizing browser window

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2890.0
Bad build: 56.0.2891.0

Note : Issue is not seen on Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2890.0 (Revision: 425219).
Bad build: 56.0.2891.0 (Revision: 425529).

You are probably looking for a change made after 425477 (known good), but no lat
er than 425478 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
