Regression: I-Beam pointer is seen instead of arrow pointer on right click context menu options.

Issue descriptionChrome Version: 63.0.3234.0 Revision 1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936}(64bit) OS: Mac(10.12.6) What steps will reproduce the problem? (1) Launch chrome, open dev tools window and navigate to 'Console' section. (2) Type text in 'Filter' text box, clear text and then right click in text box and select 'Undo' option. (3) Now again right click on select Redo option,observe curso on right click context menu. Actual: I-Beam pointer is seen instead of arrow pointer on context menu options. Expected: Arrow pointer should seen. This is a regression issue, broken in 'M-62', below is bisect info: Good Build: 62.0.3196.0 Bad Build: 62.0.3198.0 You are probably looking for a change made after 497477 (known good), but no later than 497478 (first known bad). With respect to comment 2: Rebisected for the above issue and getting same bisect result: You are probably looking for a change made after 497477 (known good), but no later than 497478 (first known bad).
