I get this as well with rAF aligned mouse disabled you just need to move the mouse faster to cause it to flicker. Marking not as a regression. Untriaged for the devtools team to investigate their UI.

The following revision refers to this bug: https://chromium.googlesource.com/chromium/src.git/+/cee0221451dd9751bf046e9a28f40b00f3f14155 commit cee0221451dd9751bf046e9a28f40b00f3f14155 Author: Erik Luo <luoe@chromium.org> Date: Thu Nov 09 00:28:40 2017 DevTools: dragging a TabbedPane tab should not flicker When dragging one TabbedPane tab past another, we reorder the elements in DOM, leading to a frame rendered without the ':hover' style and flickering. This CL ensures the hover-style is applied while dragging.
