Regression : Flickering of section tab is seen in devtools.

Issue description

Version: 63.0.3234.0 1d130aa149687b0c8df63ae8276f4ef07afca8cd-refs/heads/master@{#506936}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now click and drag 'Element' tab over other section tabs and observe

Actual: Flickering of 'Element' tab is seen while dragging it over other sections tab
Expected: Flickering of 'Element' tab should not be seen while dragging it over other sections

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3108.0

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3108.0 (Revision: 473774).
Bad build: 60.0.3109.0 (Revision: 474118).

You are probably looking for a change made after 474005 (known good), but no lat
er than 474006 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

I get this as well with rAF aligned mouse disabled you just need to move the mouse faster to cause it to flicker.

Marking not as a regression. Untriaged for the devtools team to investigate their UI.

DevTools: dragging a TabbedPane tab should not flicker

When dragging one TabbedPane tab past another, we reorder the elements
in DOM, leading to a frame rendered without the ':hover' style and
flickering.

This CL ensures the hover-style is applied while dragging.

Note : Rechecked the above issue on Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6) with latest canary chrome version : 64.0.3263.0 and the issue is not reproducible.Kindly refer the attached screen cast for reference.
