Tooltips randomly appear for inactive Chrome windows, don't disappear until switching there

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
Not sure when this happens.

What is the expected behavior?
Tooltips don't appear for Chrome windows in the background, and all tooltips disappear within a period of time.

What went wrong?
Randomly, a hidden, inactive Chrome window in the background will produce a "permanent" tooltip. It will not disappear, until you switch to the background Chrome window and wave your cursor around (I think).

Unable to reproduce the issue on reported version  61.0.3163.100 and latest latest canary 63.0.3234.0 using Win 10. 

Attaching screen-cast for your reference, could you please let us know if we have missed anything in process of reproducing the issue also please share the screen-cast of the exact steps to reproduce the issue from TE-end

The bug occurs randomly and *very* infrequently (every few days, maybe every 20 hours of Chrome use) and I haven't found any way to reproduce it so far.

Here is a screenshot though:

The tooltip is coming from a Piazza window I haven't touched in an hour or so.

Unable to reproduce the issue on reported version  61.0.3163.100 and latest latest canary 63.0.3235.0 using Win 10. 

@jimbo1qaz -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists.

Turns out this is a touch-related bug. Video here: https://youtu.be/49H2DhNT7mM

Touch input is shown as hidden cursor but pointer trail.

1. Swipe or tap using touchscreen, with the cursor ending within a "alt text region" in a background window.
2. Move mouse using physical mouse.

The second time you repeat the above, an erroneous tooltip will appear. If you tap/swipe the screen without switching windows or tabs (resizing is fine), the tooltip will disappear. Once you switch windows/tabs, you must switch to the real source of the tooltip to eliminate it.

The first time (and all subsequent attempts) will fail. The counter is reset when you switch back to the source window.

My laptop is a Lenovo Flex 4-1470 with a "HID-compliant touch screen" (HID\SYNA7501&COL01\5&20AF3672&0&0000). I reported https://bugs.chromium.org/p/chromium/issues/detail?id=772255 which affects the same touchscreen.
