Hook virgl VMs to the build system |

Issue descriptionWe are working on adding a new type of VM using virgl. The problem is that we now rely on a working virglrenderer/libGL/updated qemu/etc on the host. This bug is about figuring out how to deploy these components on at least 1 builder (for now) and make sure this doesn't regress.

Just stating an obvious, all binaries need to live[1] in git/chroot (even if called from the outside). The builders need to bootstrap themselves from a checkout and branching needs to be respected. [1] Well, they could be versioned by git and live on GS, but that already is brittle.
