Touching text boxes freezes Chrome for about 3 seconds

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Touch address bar or any text field, using touchscreen.

What is the expected behavior?
Chrome focuses textfield (if address bar, it gets selected/highlighted) immediately.

What went wrong?
Chrome freezes for 3 seconds before touch takes effect. Chrome stops responding entirely, animations halt, etc.
If I touch address bar, cursor position is set, Chrome freezes, then entire URL is selected.

Did this work before? Yes I bisected to 51.0.2683.0, but this was before I got my first touchscreen laptop!

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

Lenovo Flex 4-1470 with a "HID-compliant touch screen" (HID\SYNA7501&COL01\5&20AF3672&0&0000).

Could've been caused by touchscreen driver update, but Device Manager says drivers date back to 2006. I tried Device Manager driver update, they claimed no updates available.

Win_x64_381909_mini_installer.exe (51.0.2683.0) works.
Win_x64_389148_mini_installer.exe (52.0.2716.0) is broken.
I don't want to bisect further. I'm sick of downloading and executing installers (and uninstallers when downgrading). Is https://commondatastorage.googleapis.com/chromium-browser-continuous or snapshots the best URL?

Unable to reproduce the issue on Win-10(Dell Precision M3800, touchscreen) using chrome reported version #61.0.3163.100 and latest canary #63.0.3238.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Touched address bar and a text field at nytimes.com, using touchscreen.
2. Observed that Chrome focused textfield immediately without any delay.

Adding label TE-NeedsTriageFromMTV and requesting anyone from MTV team to please have a look into the issue if Lenovo Flex 4-1470 with a "HID-compliant touch screen" (HID\SYNA7501&COL01\5&20AF3672&0&0000) is available at their end.

No longer happens. Possibly due to Windows 10 update.
