Add upload_artifacts step to merge step of swarming collect step |

Issue descriptionDuring the swarming collect step we need to, for each artifact, retrieve the data from the swarming bot via the local relative path provided, upload it to cloud storage and replace the path in the artifact with the cloud storage link.
