A11y: Gmail unable to open More button with NVDA/Chrome

Issue description

Chrome 63.0.3233.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 10.0.14393 Build 14393.1715
NVDA 2017.3
JAWS 2018.1710.1 Public Beta 2
Firefox 56.0 (64-bit) 

What steps will reproduce the problem?
(1) Launch NVDA and Gmail (using non-corp test account)
(2) Navigate to the "More" combo box on the main screen and invoke it using space bar or enter
(3) Open any message
(4) Navigate to the "More" combo box on the message screen and invoke it  using space bar or enter (this shows the same behavior as the "More" button on the main screen)

What is the expected result? "More" dropdown collapses. 

What happens instead? 

Chrome + NVDA: 
Report from user: "More" button does not collapse
Behavior seen during my repro: "More" button collapses but the content inside is not able to be reached by keyboard. After the menu collapses, pressing the down arrow does not go to the menu items but instead moves to the next button in the bar. Pressing tab also doesn't bring you to the dropdown items. In one test, my mouse cursor happened to be over the area where the dropdown was rendered. In that case, NVDA started speaking what was under the mouse cursor.

Chrome + JAWS (for reference only, user is only using NVDA): Issue does not reproduce. The menu collapses and pressing the down arrow highlights the menu item. The items in the dropdown menu are read.

yes your write that i can't keyboard to the items the menu does say it
is    expanding but i can't not get nvda to move through the items in the
menu
Thanks for the update! For anyone reading this, feel free to ignore my comment above that the menu didn't collapse and take my reproduction notes as the only behavior seen. Thanks!

Sorry but I am unable to reproduce this on Gmail corp account. Since it doesn't reproduce with a corp account this must be a Gmail rather than a Chrome bug.
I was able to tab to the More button, both on the main screen and inside a message, and activate it using enter. NVDA correctly announced the expanded state of the button and I could use the down arrow to move through the menu items.
@Aaron, could you describe what issues you saw in the HTML of the site?

Hello,

I deleted my last comment because it was for the wrong bug. 

I just tried this again and can no longer reproduce it on any of the More buttons in Gmail. I am resolving this bug as WontFix since it is no longer reproducing. Please feel free to reopen this bug if the issue persists. I used these steps:

# launch chrome canary and NVDA
# Compose new email, navigate to the More button and invoke it. I can navigate to all menu options.
# Close new email, navigate to the main page
# Tab to the More button, invoke it, and navigate on all dropdowns.
