In tablet mode, background wallpaper goes black when clicked on right click>set wallpaper option.

Steps to reproduce:
1. Sign in, right click on wallpaper screen> set wallpaper window. Background wallpaper is still seen. You can use keyboard or touch based input here for navigating to set wallpaper window.
2. Switch to tablet mode. Again right click on wallpaper screen> set wallpaper. Observe that background wallpaper goes black. 
3. Now choose a wallpaper. Wallpaper preview is not shown behind.

Please refer the attachments.

Expected Behavior:
In tablet mode and on set wallpaper window, wallpaper should not go black. Choosing a wallpaper must allow wallpaper preview in background.

This is the expected behavior in tablet mode, at least for the initial design. When entering tablet mode, all the windows will be maximized. For those that can't be maximized (e.g., Wallpaper Picker App Window), we put a black backdrop behind the window to make it look maximized.
