Add Armenian spellcheck dictionary

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13) AppleWebKit/604.1.38 (KHTML, like Gecko) Version/11.0 Safari/604.1.38

Steps to reproduce the problem:
We (HySpell) have developed Hunspell AFF and DIC files for the Armenian language which we'd like to check-in to the Chromium project.

We have developed two sets of  AFF and DIC files: one each for Reformed and Classical orthography (Armenian has two orthographies: a traditional one, and one reformed during Soviet times).

We'd like the user interface to support both orthographies, displaying two options to the user: "Armenian (Traditional)" and "Armenian (Reformed)".

To give some background, originally developed in 2008, HySpell is a stable, comprehensive Armenian spell-checker: with 160,000 headwords and over 5 million resulting words forms (Armenian is a highly agglutinative language).  It was originally written as a plug-in for Microsoft Word, running on Hunspell in the background.  Successful ports of the HySpell AFF and DIC files have also been made to OpenOffice / LibreOffice, as well as Mozilla Firefox / Thunderbird.  The project was open-sourced in June 2017 under an MIT license.

Some background on the modern Armenian language:  there are two standard dialects of Armenian (Eastern and Western).  More importantly, there exist two orthographies as mentioned before.  HySpell handles both Eastern and Western Armenian dialects in each of its two versions (Traditional and Reformed orthographies).  As such, to the user, the options displayed should be "Armenian (Traditional)" and "Armenian (Reformed)".

Not sure if it’s a “feature request”.  I may be wrong.  We just want the Armenian spellcheck to be added to Chromium.  I don’t think any new code would be written per se.
