What steps will reproduce the problem?
(1) After OOBE, enter username, password on sigin-in screens and click Next
(2) Google Playstore TOS window is displayed
(3) Press Ctrl+Alt+Shift+R. 'Reset this Chrome device' window is displayed. 
(4) Click on Powerwash button.
(5) Click 'Continue' on the confirmation dialog

What is the expected result?
Device should be rebooted and powerwashed

What happens instead?
Device is not rebooted. Confirmation dialog is just dismissed and the 'Reset this Chrome device' window is still there.
