CSS override not working

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
CSS rule[:before -> content] must override other rules on a stack but the rules are multiplicationing. Is it normal?

What is the expected behavior?
CSS rule must override other rules on a stack.

What went wrong?
Rules are multiplicationing.

Does it occur on multiple sites: N/A

As per the comment#1 the issue seems to be resolved, hence closing this issue as won't fix.
