Update base/win/pe_image to support 32 or 64-bit targets, partial reads, and increase sanity checks.

Consider safe_browsing/pe_image_reader_win code for partial reads.
Ensure it's all static_base friendly, for use from chrome_elf.

closing this.  chrome_elf\pe_image_safe is available, with no external dependencies (like base), as is for now.
