Download pause issue

When testing the download speed of parallel download, I notice pause may not work correctly for parallel download, since the bandwidth in use didn't drop to 0 after pausing.

Well, it may not related to parallel download, when I disable the feature, I saw this still happens.

Found it's more obvious on 3g network.  Download code seems to work correctly. Marked it as won't fix for now.
