Bookmark subfolders/pages displayed incorrectly on consequent attempts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Add a lot of bookmarks, so many that one needs to scroll down the screen to see the last one.  

2. Open bookmarks and scroll down to select a lower/last folder/page

3. Scroll again, select the same folder but change the location of folder on screen i.e. by scrolling slightly less or more this time as illustrated in screenshot. 

What is the expected behavior?
The sub menus of the folder should always be displayed on the either side of the selected folder on the same level. 

What went wrong?
For some reasons, the sub folders are displayed at the very same location as was seen in first attempt, which can be way above or lower than the selected folder, on consequent attempts, making it difficult to navigate to the desired page.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

I think its a defect related to bookmark manager, and should be fixed for better browsing experience and easier navigation to desired bookmarks.

Tested on latest Stable #61.0.3163.100 and Canary #63.0.3235.0 on Windows 10, Mac 10.12.6 and Ubuntu 14.04 and able to able to reproduce the issue on Windows 10 and Ubuntu 14.04.

This is a non-regression issue and able to reproduce from M-50 #50.0.2624.0. Marking it as untriaged so that issue gets addressed.
